Description SAIC is seeking an
Intelligence Analyst to join our team of qualified, diverse professionals. This position will be
onsite in Arlington, Virginia. The qualified applicant will become part of SAIC's support to the Department of Defense, Office of General Counsel (DoD OGC). The Intelligence Analyst will be part of a mobile team which travels to the U.S. Naval Station, Guantanamo Bay, Cuba to support mission critical requirements of the DoD OGC.
The Intelligence Analyst shall perform the tasks listed below in accordance with judicial orders issued by federal courts and orders and directives issued by competent authorities: - Provide support across the full spectrum of the effort so that all judicial orders issued by federal courts and orders and directives issued by competent authorities are fully and correctly implemented in a timely manner.
- Provide advice and recommendations regarding security and intelligence issues relating to certain communications between the Guantanamo detainees and their legal counsel within the parameters of judicial orders issued by federal courts as well as other orders and directives issued by competent authorities.
- Provide security and intelligence review, in collaboration with the DoD counsel and in compliance with published guidance, and mark detainee communications to identify and protect classified and controlled unclassified information and/or protected information.
- Interact with the Court Information Security Officer or comparable parties in an administrative capacity, to establish and maintain files related to communications received and processed.
- Interact through Counsel and the Court Information Security Officers, or comparable parties, to provide and maintain records concerning communications returned to counsel. On an as-needed basis and consistent with judicial orders issued by federal courts as well as other orders and directives issued by competent authorities, perform comparable processing of detainee-counsel communications, and provide support to DoD organizations as part of the periodic reviews of the status of Guantanamo detainees.
- Assist DoD and other Department entities in establishing handling procedures for controlled unclassified material in compliance with judicial orders issued by federal courts and orders and directives issued by competent authorities and identify potential "Protected Material," or comparable material. Identify and, within the scope of privilege and relevant authorities, provide advice to assist Government personnel in resolving issues concerning processed material. As authorized by those authorities, support Government personnel in identifying information relating to certain acts of violence or information that could result in harm to the national security, and coordinate recommended actions regarding such information with Commander, Joint Task Force-Guantanamo and with successor location(s') Commanders.
- The Intelligence Analyst shall, as directed, conduct travel to GTMO or successor location(s) to perform the above duties and to review communications between detainees and their counsel.While deployed, the individual will coordinate and interact daily with appropriate officials, agencies and personnel as required.With the knowledge and concurrence of the team lead, the individual will assist with effective compliance of relevant court orders and other agreements.
- The Intelligence Analyst will keep the team lead apprised of all activities and procedural issues associated with job requirements, who in turn will update team practices and procedures as necessary.
Special Circumstances: - The ability to deploy approximately twice per year for two-month periods to the U.S. Naval Station, Guantanamo Bay, Cuba.
Qualifications Required Experience/Skills: - A Bachelors Degree and a Minimum of five years military or civilian intelligence/counterintelligence and/or law enforcement or security experience.
- Additional years of experience may be accepted in lieu of a degree.
- Experience working with classified materials and sensitive information.
- A working knowledge of DoD security classification guidelines.
Desired Skills: - Experience working within the DoD, particularly on security and legal issues.
- Experience with the Department of Justice, the Federal Court System, the Federal Court of Appeals and Court issued orders.
- Experience serving in positions requiring understanding of tactical, strategic, signals, and counterintelligence.
- A graduate degree from an accredited institution.
Clearance Requirements: - An active TS/SCI Clearance.
- US citizenship.
